Nandan NilekaniNEW DELHI - The government Thursday appointed Nandan Nilekani, co-chairman of software giant Infosys, as the chairperson of the Unique Identification Authority — constituted to provide identity cards to Indian citizens. Nilekani, who has been given the rank and status of a cabinet minister, will step down from the Infosys board. This is a project of national importance. This is something which he  (Nilekani) would like to take up, said Infosys chief executive and managing director S. Gopalakrishnan.

UID is an entity under the Planning Commission.

Under the programme, unique identification cards would be provided to citizens by 2011. In the beginning, it will be assigned to all voters by building on current electoral roll data.

It will work in coordination with the National Population Register of the home ministry through the Registrar General of the Census, in accordance with the Indian Citizenship Act, the government said in a statement.

“This would not only address security related issues but is also aimed at establishing citizenship, reducing identity related frauds and also prevent leakages in different government schemes,” it said.

Added Planning Commission deputy chairman Montek Singh Ahluwalia: “This will be a very superior card. This would really help all of us. We would start testing these on a pilot basis in a year.

The card will help citizens avail basic government services like driving licenses, passports and voters identity cards.

I got some important suggestions regarding Unified Identity Card project of government of India.
Example—1)There should be a duplicate(two copies) of this smart card which will contain the mandetory information such as name, address, photo,DOB,Driving licence(type etc),card no printed in bold letter.
2) If we keep this as an web based application,by putting just this ID No, we can have search(link) to the very important areas such as RTO Office,University/Board office,State Govts property registration office,Election commission office, access to family member ID card etc. With this access we can acheive which we had never before.
Again I have very beautiful ideas that how our country can be a super power, curruption free, fake document free and honest country. It is my dream that i should see you so that I can put my views more precisely and effectively.9423004422.

Thanks a lot
Yours faithfully,

November 20, 2009: 7:30 am

I well come the Idea of of Nandan, in raising some funds through this for issuing this card to citizens. Apart form this, I would appreciate if scope this in big way ( use infrastrure investment, servers etc) and more centralized to cater for any future expansion and integration of services of individual citizens, let us follow more sophictated technology, plotforms and products to pilot it.

Dear Nandan

I accept every one needs to be recognized and there are multiple systems exist in the country. Does that mean we have to start another scheme? Can’t we use Voter’s list and remove all problems in that system.
Voters Card is issued nationwide.
The only missing item is biometrics.
Iam also receiving news that the new scheme will give only numbers and not card. Then how does one verify this biometrics?
All other cleansing can happen on this database.
I guess this may save a lot for us.
Thanks
Rajan

Dear Mr.Nandan,

Congratluations on being appointed as head of the Unique ID project. It feels good for the country to see a person having great expertise in providing reliable solutions and planning strategic alliances will now be leading this challenging position.
Based on my experience from the fingerprint biometric pilots conducted in India, I request you to consider two most important things for this project, lack of these critical things have caused failure for most pilots:
1. The fingerprint biometric must be able to demonstrate real world performance (capturing good quality data under dirt, water and dry conditions, obvious indian conditions)
2.The system should support ISO and ANSI image and template standards for interoperability
All the aspects like maintaining database,
de-duplication, unique identification will not be useful without good quality fingerprint image/biometric.

I will be grateful to have an opportunity to meet you.

God luck and Best Wishes,
Sujan

Unique Identification Authority is a must with e governanace catching up.I think personally Government appointed correct Personality for this Project.
Our great young Ex PM Sh Rajiv Gandhi entrusted our
telecom to Shri Sam Pitodra which opened flood gated to telecome revolution. Now we look forward Similar
results From Nandan . Instead of Depending whole on Government employee we can rope up retired willing
senior citizens help this project by helping illetrate to get this cards etc
