Why is CBS censoring ads?

Apparently this ad - MoveOn.org: Democracy in Action was censored by CBS. Is it saying that it isn’t true or is it saying that it is too true to be published?

Actually, I think that advocacy ads are not allowed. Of course the ad is entirely inflamatory, alarmist, and misleading.
