Abusing RentACoder For Black Hat SEO

I came across an interesting project in RentACoder which is obviously taking advantage of RentACoder to do its dirty job - pushing its critic / competitor to page 2 of Google. The project specification is as belows:

THE SOLUTION:
We NEED this persons website to be “pushed down” to page 2 on google when our company name is googled. This would mean that virtually no one would ever find or see the site.
We can do this by making our 6-10 different websites about what we do take up the first page.
ALSO: Note that there are 5 other sites on page 1 of google that are other companies similar to what we do. So we dont NEED to have our sites on ranks #1-10, we just need this persons site off page 1 and onto page 2 so its not visible unless user goes to page 2 specifically.

INFO ABOUT THE SLANDEROUS SITE:
This site uses copyright infringement, and just copied in alot of our content. Because of this, it is very word dense. Again we could sue, but it wouldnt guarantee that someone else this person knows would just put up the site under their name….

We need a SEARCH ENGINE OPTIMIZATION EXPERT that knows with 100% certaninty that they CAN achieve what we need.
We have had a SEO person working on this so far and we have achieved “good” results. But its not enough. We MUST have this site pushed down to page 2 on google.

IF you think you are capable of this, and would like to help this INJUSTICE against our company stop…[abbreviated]

My question is if the site is slanderous why not:
a. Sue it in court
b. File a complaint with the web hosting
c. File a complaint with Google like Scientologist’s have successfully done against Xenu.

What do you think? Would you do this if the same happened to you?
