THE WHITE HOUSE PLAN: The Obama administration is backing a Federal Communications Commission plan to nearly double the space available on the airwaves for wireless high-speed Internet traffic.

WHY MORE SPECTRUM IS NEEDED: The government is warning of a looming spectrum crisis as more Americans use wireless devices to access video and other applications that use a lot of network capacity.

WHERE TO FIND THE SPECRTUM: The government hopes to persuade TV stations and federal agencies such as the Defense Department and the Department of Homeland Security to give up some airwaves.
