Site Up Time Stats Questions

Site Upload StatisticsI have started monitoring my site for uptime statistics at 5 minute interval. Uptime is defined as when the response time for https://blog.taragana.com is 30 seconds or less. In the last 5 days I have an uptime of 99.31%. It was down for 54 minutes and 34 seconds. The DNS server located on the same machine suffered no downtime at all. The average response is 583 milliseconds.

I want to know whether this is good or bad or ok?
Personally I am not happy with anything less than 100% uptime. However where downtime is defined as no response within 30 seconds, is 99.31 % a resonable value?

What is the uptime stats for your site? Would you consider anything less than 100% ideal?
